Ken Walsh
Ken Walsh, BA(Econ), MA, is a labour economist with over 25 years experience of research and consulting. He is an Executive Associate with HOST and combines this work with his other positions as Director of the Training & Employment Research Network (TERN) and as an Associate Fellow of the Institute for Employment Studies (IES).
His background is in applied research and consulting with leading organisations in the United Kingdom and abroad. He specialises in labour market analysis, skills and employment, and the evaluation of policy. Much of his work has been in the development of policy, its application and evaluation at the micro and macro levels. He has carried out a range of relevant projects involving the assessment of skill needs, including work for sector based organisations such as Sector Skills Councils, and the development of guidance materials on carrying out skills analysis. He has a strong track record in the evaluation of employment policy and, the evaluation of measures to tackle unemployment, which includes work at the European level on the effectiveness of different types of active labour market polices using quantitative and qualitative methods. He has long-standing expertise in the sources and applications of labour market information, including the publication of a number of guides and reports on the subject and has advised national agencies on labour market assessments.
A key feature of his work is its international dimension which includes extensive experience of the European Union and its institutions, having carried out projects for the European Commission (principally for DG Employment, Social Affairs and Equal Opportunities), Eurostat, and Cedefop. He has been a consultant to the OECD and the ILO and is currently the UK expert on the European Employment Observatory for the European Commission. For six years he helped facilitate the EU Mutual Learning Programme on employment and continues to participate in various peer reviews and other meetings as an expert. Since 1994 he has worked on a range of projects in the transitional countries of Central and Eastern Europe and Central Asia, advising on employment and labour market development issues.
He has two daughters currently at university and takes an active part in community work (currently he is a governor at two schools and chairs a health service reference group). He also makes time to enjoy various pursuits such as music (playing and listening), gardening, tennis, walking and Liverpool FC, as well as nurturing his long interest in industrial archaeology.
