HOST Policy Research: The Team

Frances Chinemana

Frances was a Research Director at the independent research agency Opinion Leader for two years, until September 2009 when she left to set up her own consultancy company, providing research and policy development across the voluntary, private and public sectors. She became a HOST Associate in January 2010.

At Opinion Leader she was responsible for developing the company’s research and engagement work across the health and social care sectors, and in particular working with Bell Pottinger and McKinseys to deliver a social marketing programme for the NHS. She has worked with Primary Care Trusts and Strategic Health Authorities in London and across England, and managed research for the Department of Health, COI, NHS Connecting for Health, NIMHE, the Healthcare Commission and the National Patients Safety Agency.

Frances continues to head up the team facilitating the NICE Citizens’ Council. She has had responsibility for oversight of research and engagement components for the Department of Health’s Autism Strategy, the Prime Minister’s Commission on Nursing and Midwifery, the development of standards for the General Pharmaceutical Council in Great Britain and an impact assessment of the Dignity in Care Campaign. She has worked on public health project and strategy development in respect of smoking, MMR, obesity, sexual health and screening for CVD.

Frances has many years experience in facilitation and training, and in a range of qualitative and quantitative research techniques, having used them in settings from very large deliberative events through to one-to-one interviews and small groups.

Before joining Opinion Leader in 2007, Frances was the lead for patient and public involvement, equality and diversity and public health development at NHS Direct. With respect to user engagement, she worked with a range of public and voluntary sector stakeholders, and was responsible for managing service users’ input into service development, policy design and clinical governance.

Prior to joining NHS Direct, Frances worked for 11 years in overseas development in Zimbabwe, including three years in the Department of Community Medicine at the University of Zimbabwe, and for four years in Namibia as a Project Officer with UNICEF. She has a BA in Sociology, a Masters in Public Health and is a Fellow of the Faculty of Public Health, registered on the UK Voluntary Register as a Public Health Specialist. She is a Trustee of Arts and Health South West and the Salisbury Arts Centre.
