Stefan Burkey
Stefan Burkey has fifteen years experience of policy development, implementation and management in national and regional government. Stefan joined HOST as an Associate in January 2010 and became a Senior Associate in November 2010.
Stefan worked for five years in bid appraisal, evaluation, and Government and EU reporting, for the ESF and ERDF schemes for Government Office for the South West, and for the Arts Council for England Lottery Fund. Stefan has also worked as a freelance consultant on project development, Lottery and European funding, and planning for clients such as Jubilee Arts, Arundel Festival, Swindon Borough Council, and Government Office for London. He worked at the Training and Development Agency for Schools (TDA) until 2009, where he established the network of professional skills testing centres for trainee teachers; contributed to the 2002 and 2007 versions of the national professional vocational standards for the award of Qualified Teacher Status; and project managed the 2007 review of the national requirements for Intial Teacher Training. Stefan was the TDA lead officer for creativity and the arts, and managed the expansion of the Teach First programme from 2006 to 2009.
Stefan has extensive experience of working with, and for, Ministers, the European Union, senior Civil Servants, and political advisers. He has developed policy options and analysis for a number of Ministers for Schools, the Secretary of State for Education and Skills, the Minster for the Arts, The Secretary of State for Culture, Media and Sport, and the Prime Minister’s Delivery Unit.
Teacher education and professional development and standards: Stefan worked in vocational and professional development for more than ten years. He was involved in the development and evaluation of a number of national and strategic projects including: the national TDA Continuing Professional Development Pathfinders programme, the Starting Out mentoring programmme for science and mathematics Teachers, and the national training materials on Special Educational Needs and disability in the classroom for PGCE students. Between 2006 and 2009 Stefan wrote much of the evolving guidance that accompanies the 2007 national requirements for professional Initial Teacher Training; including the sections on employment-based training, educational qualifications, child safeguarding, and professional registration.
Academic, vocational, and professional education: Stefan designed and delivered to school and univerity staff a national training seminar programme on child protection in the context of professional and vocational education and development. He has also advised national bodies (such as the Universities Council for the Education of Teachers and the National Associaition of School-based Teacher Trainers) on the impact of equality legislation and new educational qualifications on the design and delivery of professional training programmes.
Previously, Stefan advised Jubilee Arts on educational and vocational outreach, and on European and Lottery funding the development of the £80m pUBLIC project, West Bromwich. He also led for Government Office for London on the delivery of the London network of UK Online Centres, and their vocational and professional training in ICT. Stefan evaluated the on-going impact of Lottery-funded capital projects for the Arts Council, including the analysis of the contributions made by the projects to academic and vocational education.
Research and evaluation: Stefan has many years of experience working in, and leading, research and evaluation teams. He led the Arts Council for England’s national survey and evaluation of funded Public art, managing a team of researchers. He also led on the review and evaluation of the Teacher Training Agency and National Remodelling Team regional delivery infrastructures as a key part of the merger of the two organisations. Stefan carried out the survey design, focus group management, and case studying underpinning the last review of the national requirements for Initial Teacher Training.
Arts, creativity and culture: Stefan has a wide range of experience in researching, evaluating and advising in the creative and cultural sectors. He was a member of the steering and writing groups for the Artsmark award for schools, and the publications, Drama in Schools and Teaching and Learning in 3D. Stefan has also delivered sessions on postgraduate professional training and qualifications to students and staff of the Royal Academy of Dance and the Royal College of Music. He was a member of the steering groups for the national Music Manifesto, Music Professional Development, and Dance in Schools projects. Stefan has also advised arts programmes and projects delivered by the National Gallery, Tate Modern and the Associated Board of the Royal Schools of Music and the British Film Institute.
